You have an infinite stack and can skip or discard unwanted tiles until you find the configuration you want.
While the game does not have a "brush" tool to draw custom tiles from scratch, Creative Mode provides several tools to "create" the exact piece you need:

Use this tool to automatically create a tile whose edges perfectly match all adjacent placed tiles at a specific spot.
In the Creative Mode settings, you can adjust the frequency of specific landscape types (like forests, houses, or water) to increase the chance of those pieces appearing.
